Yes, you can ask for an installment agreement. Contact the IRS at the telephone number on the letter.

If you can pay the balance due within five years there should be no problem setting up an installment agreement. Call IRS at 800-829-1040. You can guesstimate your payment at 1/50 of what you owe, that will provide enough wiggle room for additional interest and late payment penalty that will accrue.

Yes, normally the IRS will work with you on payment plans. You messed up by not contacting them in April when it was due. Be very apologetic and they will probably work with you, however you will pay a nice delinquency fee and pretty steep interest.

Yes, they'll let you make payments - you'll pay interest, of course. Call the IRS to set up a payment plan.

Forget them! Little does anyone know the IRS was inacted as a temp. thing to fund the war during the FDR days. It is not really the law. Has never been proven by the US Courts. Oh They say they will jail you send out the paperwork. I have not paid in 20 years and have not gone to jail either. I stand fast by my rights that I do not have to pay. There is even some legal standing for this since 2001 now. I say bunk to the IRS!
