If the meat has thawed in a refrigerator, then it’s okay to refreeze. In terms of other methods, make sure it doesn’t sit in the “danger zone”—40°F–140°F (4°C–60°C)—for more than two hours. No. I thawed out a pound of hamburger last week and only used a half pound. I put the other half pound back in. I've done this before and never had a problem.

I do this all the time, except w/chicken. Never had a problem, except bad freezer burn.

I do it only if it still is slightly frozen. I wouldn't leave it on the counter however. Only if it was still very very cold.
