In the early 1960s, America's top military leaders drafted plans to kill innocent people and commit acts of terrorism in U.S. cities to create public support for a war against Cuba. Some of the plans they had on the table:
We could develop a Communist Cuban terror campaign in the Miami and DC
The terror campaign could be pointed at Cuban refugees seeking haven in the United States. We could sink a boatload of Cubans enroute to Florida (real or simulated).
We could blow up a drone (unmanned) vessel anywhere in the Cuban waters. Casualty lists in US newspapers would cause a helpful wave of national indignation.
Hijacking attempts against civil air and surface craft should appear to continue as harassing measures condoned by the government of Cuba.

but it was always someone else that would suffer. their families and interests were protected. those people had no regard for regular americans or the troops put in harms way.

Clearly somebody within the Joint Chiefs of Staff didn't feel that these proposed measures merited further action or consideration. The Defense Department has authorized hundreds of thousands of feasibility studies which include many suggested 'Black Opns' that never see the light of day.
There have been quite few suggested projects and programs that didn't withstand the test of reason once they were open to discussion. The Bay of Pigs is the classic example of this, the original operations plan included far too much U.S. military support when it was drafted under the Eisenhower administration and was radically revised under the Kennedy administration to make a wholly Cuban Exile owned operation.
Just because something was planned at some point doesn't mean anything at all, what actually happened is the history we need to concern ourselves about. What might have happened is meaningless..........

Did you even read the two memos? Both are what are simply called planning documents. There is no mention anywhere in them that says it is official lets go. As an Air Planning Officer one time in my career during the cold war, we made up plans not only for nuclear war again China and the USSR, but conventional wars against allies also. It is like being a Boy Scout "Be Prepared". Most of those plans never saw the light of day, and never will. But as a B52 pilot it is better to know that someone came up with some plan for at least the first two weeks of a campaign, rather then pulling it out of the ash at the last minute.
You are a conspiracy theorist. Find a little detail and make it a mountain. Please adjust your tin foil hat to get better reception.

That is that the Pentagon is FOR... generating endless REAMS of plans and paperwork for all possibilities and extingencies. EVERY Staff at every command generates thoughts and possibility papers... I planned possible air-strikes on Iran's fleet and missile bases every time we prepared to transit the Straits of Hormuz.

Kennedy allegedly hired Sam Giancana and Santos Traficante to to poison Castro in the '60's. Traficante found out Giancana was sleeping with his girl, and the plan fell apart from there.

i remember this era as i was a freshmen in high school.the cold war threat by kruschev was so very real and our president was in awfull health(bed laiden for days),our defcon level was at a 2 constantly(attack immenent), it was no joke, we were close to sinking the russian ships when they were within range.that summer of 62 also began lots of terrorism in a place called saigon and our news media made us aware of bhudist monks setting themselves on fire,i just hope we pay less attention to today's problems in burma and let it heal itself

The deplorable acts caused people in places like Alabama to call their local law enforcement and accuse people they didn't like a "communist's simply cause they didn't like them.
Now I hear of supid comment's like "We should just shoot them stupid dot heads in the head..." I wonder do they think Hindu's are terrorists or is it just all the muslims? Creating mass hysteria and fear is VERY old tactic for the government to test your patriotism and go against the "created enemy"
I remeber when I was 8 I saw a bumper sticker that said F**CK YOU AYATOLLAH it was mickey mouse with his middle finger up. Now it's the muslim's again. Sorry I don't buy it. These tactics end up biting you in the rear later USA.
Like the boy who cried wolf or the sky is falling. When the and if a real deal goes down people are already confused and indifferent. Is that the objective...sedate them with attacks that never happen..or were created to continue a political agenda to go to war? Don't cry wolf again..nobody is listening to you now.
