Ok, so I know cops can catch you speeding by sitting on the side of the road with their radar gun, but can they catch you while they are driving? For example, you're on the freeway going north, and a cop passes you going south, can he/she tell how fast you are going? Also, if you and the cop are going the same direction (the cop is behind you)?

As having been an Explorer for the CHP and having rode in the 'Radar' car, I can tell you that they have a forward and rear radar. At the click of a button (either radar forward, or radar rear) will activate the radar in the requested direction.
So yes, if they are traveling in the opposite direction, they can still nail you.

If the officer is driving, he shouldn't be using a hand held radar gun. It will still work, but he'd have to be watching the radar's display, his speedometer, you, AND the road ahead of him. Pretty complex operation and dangerous. So, it probably will not happen if you are driving in the opposite direction.
If he is driving in the same direction, he wouldn't need raday, since he could clock you, using his own speedometer. They are usually trained to make pretty good estimates of relative speeds, so, even if he is standing still, he can get a pretty good idea of how fast you are going. It is only an estimate, but that is why you hear about cops not ticketing if someone is only going five miles an hour, or so, above the speed limit. He wants to make sure the driver is exceeding the limit by a lot, so it is more difficult to challenge the citation in court. If an officer writes a ticket for ten or fifteen miles an hour over the limit, based on his observation, you can bet the driver was doing, at least, twenty to twenty five over the limit.

ohio highway patrol has a variety of 'weapons' to snag a speeder. laser, aircraft, and radar that works in both directions. the patrol up here will forgive a 5 mph over limit, but anything faster than that, they gotcha. laser is a hand mounted; can only be used when sitting. but radar should be considered as active at all times if u see an ohp cruiser. they dont play games up here.

Since it is their JOB to gauge drivers' speed, often using only their eyes, among other duties, they get pretty good at it. A cop is more credible in court than an average driver, so it is rare to beat them.
