You have misunderstood this passage. The Lord is telling Moses that only the men that are perfect, unblemished, can go into the sacred place in the tabernacle. This place is the most sacred place in all the tabernacle, and the Lord is very particular about who can enter it. The tribe of Aaron had been chosen to serve in the tabernacle, as priests, so now the Lord is telling them which of the tribe of Aaron can serve behind the vail, at the altar, in the most sacred part of the tabernacle.
This is not the regular church. Everyone was allowed to worship the Lord, and could enter the courtyard of the tabernacle. Only the priests of Aaron could serve in the tabernacle, accepting the daily offerings.

God does let the handicapped into church.
Understand your scriptures:
The qualifications and disqualifications you are citing in Leviticus are for the Aaronic Priesthood.
The priests stood as representatives of the people as sacrifices were presented. The sacrifice was to be perfect, and the presenter of it also.
Essentially, the physically imperfect were not to be part of the priesthood.

I sit next to a blind man quite often at church and there are plenty of severely disabled people, adults and children who attend.
You know the amazing thing about disabled people who may not have any cognitive communication skills? They have sense enough to praise God even in their infirmity. I believe thats because the spirit WITHIN that person is not disabled. The clay vessel it dwells in may be broken and twisted..but that Spirit inside, is whole and beautiful and wonderfully made...and it recognizes the Word and rejoices.

Because god does not exist in the church. We exist in the form of feeling the invisible feeler is god that is spirit. Therefore when there is no feeling there is neither person nor his experience of the universe, there is only stillness. That stillness is the true Self.
therefore be still and know that SELF is God. that self is you true identity that is formless non dual spirit or Atman.
to know the meaning of the insights of the bible or any scriptures of other religion one has to know his true identity is not the physical body but the spirit, then only he has view and judge the world view on the true identity to know the real meaning of the scriptuers.

I think that was instructions for the high priest in old testament times, Aaron was of a priestly lineage. And back in those days if you had any of those defects they were thought to be because of sin, and no one could go near the ark of God because of course God is pure. As far as church everyone is welcome.

You think that verse refers to "church"?!
Those instructions had nothing whatsoever to do with attending religious services. Read your Bible - the males of Israel were required to present themselves before the Ark on the high feast days. They did not "go to church," they mustered for inspection.
