The F31FD has a maximum ISO of 3200 - which will be noisy and require work with an editing program. The F40FD only has a maximum ISO of 1600. Neither of them have Image Stabilization.

Since neither of these cameras have a provision for full manual control, IMO you should look elsewhere. The Canon G9 has Image Stabilization and full manual control.

Most cameras with a "night scene" will either boost the ISO to its maximum or fire the flash. IMO this isn't the best way to go unless you're indoors in a dim room or aren't concerned about making prints bigger than 4X6.

Real night photography, such as the city skyline in the distance, requires manual control of the camera. The camera also has to have a tripod mount and a shutter speed of at least 15 seconds. If it accepts a mechanical cable release all the better.

Here are some settings I've used to photograph the city skyline:

ISO 100
f8
30 seconds

ISO 100
f5.6
15 seconds

ISO 200
f8
15 seconds

ISO 200
f5.6
8 seconds

ISO 400
f8
8 seconds

ISO 400
f5.6
4 seconds

Suppose you used even higher ISO's?

ISO 800
f8
4 seconds

ISO 800
f5.6
2 seconds

ISO 1600
f8
2 seconds

ISO 1600
f5.6
1 second

ISO 3200
f8
1 second

ISO 3200
f5.6
1/2 second

Using ISO 200 should allow you to make prints big enough to mount, frame and hang on the wall with excellent detail.

I have heard the same thing about certain Fuji cameras; but what would be the difference in increasing ISO setting to say 400 and choose from Fuji AND other brands such as Sony, Canon and Nikon?
