Well most of the European languages are very similar for that, as the, German, French, Spanish, Swedish (very much like German) and others, but they all have differences, like the Spanish “J” is mostly pronounced as more of a English “H” and the German “V” is pronounced as a English “F” and the German “S” in certain words is pronounced as a English “Z” but what I think from my study is that the German Language is quite similar to English in many ways since they both and Germanic languages even though they both have Latin and other languages mixed in to them.
I could not say for sure which language is the most similar, but I would think German for myself.
Hope it helps.

I always heard that the language that is closest to English is the Frisian language, spoken in Northern parts of the Netherlands and Germany.
That's true only if we accept that Scots is a dialect and not a language, but there's no unanimity on this issue.

You can find more in WIKIPEDIA:

Well I was born in Holland and I think Dutch is about as close as you can get to English.I have studied several European languages and in all of them the vowels -A,E and I. are pronounced different. A-- like in father,-E-- like --A in -Hate. I-- like in --is and -ee- like in -been and keen. Both Dutch and German have many sounds English does not have and vice versa. In Dutch G, ei,ij, ue,ui.Like English Dutch has no super scripts over its letters. The alpabet and writing is unlike English phonetic.

German isn't too bad, apart from the 'sz' (the sort of 'B' shaped letter you sometimes see).
