You would have to find out their location in order to verfiy their employment by the precinct. If you for any reason feel uncomfortable with an officer go to the police department for any meetings. - even if you are pulled over on the highway you are within your rights to find a place YOU feel safe before stopping.

BE VERY CAREFUL. You have THE RIGHT to demand to see (touch, hold, and copy down) ANY cop's identity papers. That should have everything you need to 'check' with the authorities. As for a cop from another city being able to 'work' in yours ... it CAN NOT HAPPEN. They can make 'citizen's arrests' but other than that, they can't do ANYTHING on their own ... they must ALWAYS have a cop from the city their in and work 'through' that cop ...
And cops are not 'certified' ... they are hired, so I'd say that if you were told by a 'cop' that he's 'certified' that he is NOT a cop in ANY city, but do CHECK ... simply ASK for his police identification.

I would call the local police to come and check him out.

Cops get real interested if they think that somebody is impersonating a peace officer.
