And why doesn't he just yank it away from us all of a sudden, instead of pulling it about an inch and a half farther away each year?

Actually, the moon is only receding at about 3.8 cm per year. He's trying to sneak out with it.

because if he took it quick the rising tides would take away our buildings... so he is giving us a lot of time to move away from the coast lines.
