God has not created anything without purpose. It depends how you see that.
“In the creation of the heavens and the earth and the alternation of the night and the day, there are surely signs for all who are endowed with insight, who remember God when they stand, and when they sit, and when they lie down to sleep, and reflect on the creation of the heavens and the earth: “O our Lord, You have not created this without meaning and purpose. Limitless art You in Your glory…” (Quran 3:190-191)
This life in this world is not permanent. Every body will get his/her reward according to his/her own deeds and capacity that God provided them. Every child is born sinless.
Natural Justice Demands That Everyone Be Answerable For His Own Wrongs And Not For Others' Misdeeds:
It is recorded in Jeremiah that everyone will have to be meted out retribution for his own sins. It simply means that nobody can bear the burden of others' crimes.
The book of Deuteronomy asserts that father shall not be held responsible for the son's sins and vice versa:
Fathers shall not be put to death for their children, nor children for their fathers; only for his own guilt shall a man be put to death.
God will not ask for what He has not provided us. But he will certainly ask sane persons how they treat handicaps and innocent children around them.

I can tell you what I think.
Do you ever look at someone who is handicapped and then
think to yourself how grateful you are that you can still walk, or that you aren't terminally sick, or you have your hearing, or your sight...etc.?
People take things for granted all the time and these are reminders of how thankful we should be. People learn from these situations all the time. I know because my mom is mentally handicapped and I've seen it happen many times, and it changes people.
I know its awful to see things like this happen to people, but how else would anyone ever pay attention? Sometimes that is what it takes for someone to think about it.
It's so much more than that but i'm not gonna get on here and preach.

Whilst I can understand the idea that a ‘ Fall of Man ‘ led to the imperfection of mans health , but that does not explain why the animals where also punished in a similar way – why does God allow two-headed turtles ?

God created us to be perfect ("in His image"). When sin entered the world, perfection left. God does not make people handicapped or disabled, if so, then there would be no hope of perfection when we reach heaven and receive our new, perfected bodies. If God created us to be hadicapped or disabled then we would stay that way, even in heaven. The hadicap or disability comes from the fact that we are imperfect beings living in an imperfect world. Our DNA is no longer perfect or pure so errors happen during the processes meiosis and mitotsis, leading to these abnormalities.

Almighty God created Adam and Eve in perfection. They flawed that when they disobeyed and brough death to the human race.
(Genesis 2:16-17) And Jehovah God also laid this command upon the man: “From every tree of the garden you may eat to satisfaction. 17Â But as for the tree of the knowledge of good and bad you must not eat from it, for in the day you eat from it you will positively die.”
The human race is faulty, and the generation reading this is the FURTHEST from perfection than we have ever been.
Therefore we suffer from more problems than anyone in history before us.

when sin entered the world everything changed....
why blame God for the wrong?
Satan will cause problems just because...
the use of chemicals, pesticides, food additives,diseases that cause birth defects, etc. are all part of the din in a dying world....
with everything in the environment today I am surprised there aren't more birth defects than there are....
we are doing this to ourselves......

I believe He did this so we can learn to be better people. We need to realize that if we can help those who are weaker physically or mentally we should do it. I don't believe it was a joke on God's part.

Their bodies and minds may not be "whole" by our standards but their spirits are by God's standards.

Religious people will say free will but that is a cop-out because no one chooses that.
Of course then there are those who will say that god allows those things to happen; but then he is not a loving god of he did.
Just look at it this way, there are too many fallacies in religion.
