I flicked my hair when I walked past this guy who is 2 years older than me in school to try and get his attention and he just stared at me for about 5 seconds like he was thinking about something and then he said "do your tie up a bit there" and he did my tie up for me.
Why did he do this?
Does it mean he was staring at my chest?

don't judge people like that..you never know what he think...but if you chest is bigger that a normal girl...so the answer is Yes...he stared at your chest..

may be he already had an eye on u but just didnt know how to approach u, but the fact that he stared at u wouldnt mean he stared down your chest he was probably trying to figure out what to say so the first thing he noticed was the tie

he probable wasn't staring at your chest but was to tongue tied or shy to think of something to say for a moment.mentioning your tie & then helping you with it does show that he has an intrest in you though, so just be patient. mabe start a conversation here & there by asking him a question that you know that he knows the anser to.

It sounds like he is asking if you are pulling the bra strap up higher to make your breasts stick out. Who knows most of the time what guys mean.
