Firefox is configured to use a proxy server that is refusing connections.

how do you fix it?

Go to the Tools menu, then options, click the advanced icon, then click the network tab.

Click the settings button, then tick the "Direct Connection to the Internet" circle.

Ok a little background. In this case a proxy server stands between you and the internet and instead of your web browser going directly between you and the internet it goes to the proxy server and asks the proxy server to get the page. (there are benefits to this such as ad blocking and privacy.

NOW to fix this go into Tools, Options.
Then Click the Advanced Icon.
Then the Network Tab
Click the Button for Settings next to Configure how Firefox connects to the Internet.

Make sure that Direct Connection to the Internet is set.

This MAY have happened if you installed a proxy server (for ad blocking or virus filtering)

Launch the configuration menu (this is for Firefox 2.x):

Tools->Options

Select the Advanced icon

Select the Network tab

Select the Settings button

This displays the proxy settings for your browser. From there, you need to know a bit about your network in order to properly configure your browser. If you require a proxy to use the Internet, you may be able to get the information by figuring out what your Internet Explorer application is using.
