I don't know how they figure IQ of a chihuahua, but as a owner of chihuahuas and breeder of chihuahuas who has owned many of these dogs over the uears, I can tell you that they are extremely smart. They are not rated as being very bright, but from watching them day in and day out for over 30 yr, I can attest to the fact they have have extreme intellifence. Smarter than any other dog I have owned and have also owned many other breeds as well as mutts.

Your question really isn't applicable. IQ is the score on a test used as a measure of intelligence in humans, so technically speaking, they don't have one. I don't think anyone has devised a standardized test for measuring intelligence in dogs, if so, it would be interesting to know about. But unless there is some dataset of numerical scores like that, there is no way to calculate any kind of average.
Intelligence in dogs, like humans, is a multi-faceted concept. If you measure it by how well they perform in formal obedience training and testing, then breeds like goldens and shelties come out near the top. On the other hand, if you use a problem solving task, these breeds don't do nearly as well.
Stanley Coren has an interesting book about this, titled "The Intelligence of Dogs", and he has devised a number of ways to try to measure different aspects of canine intelligence. I don't think he is 100% correct, but it will give you a different perspective on the question of how intelligent are dogs, and what intelligence might be in the first place.

I don't think dogs have IQs. Dogs are very smart animals, given the chance to be so. If the owner doesn't teach the dog things, they won't learn even basic commands. They can be very stubborn and hard to housebreak, though.

i haven't study that one's Intelligence Quota is relatively inherited. by skill of that I advise that the Quota is what you acquire or carry at the same time of intelligence on your lifetime. while the potential to construct this Quota, is genetically inherited. If one has a hi IQ then that man or woman has to have the potential wherein to appreciate, keep the help and have the ability to employing it. i think I inherited my Father's genes on that one. seem up the Mensa Society. perfect needs.

I don't know the exact I.Q. of a Chihuahua, and I doubt I ever will, but I do know that, as a whole, they are intelligent and learn quickly. Yappy, jealous, but smart.
