yes, that's why it was designed, too many volt will burn up your electrical componets that why the voltage keeps them at one level

No, your basic voltage regulator (ie; LM7815) is designed for about 18v dc in with some ripple (60 hz) to give a fairly clean 15v dc out. (see their spec. sheet) They are not protected, nor are they a substitute for an MOV, (which you will find in protected plug strips) A nasty spike (surge) will toast a regulator very quickly. if I missed anything on this you can always google your part #, you may be surprised by the info you can find. good luck, Doug.

Some models do have surge protection but essentially it is for slowly changing voltage that the regulator is designed.
