If there is food available on post at a military installation or on a ship in your case, then you do not get the extra pay. If you are married, you get the extra pay.
BAS is a continuation of the military tradition of providing room and board (or rations) as part of a servicemember's pay. Although BAS is meant to offset the cost your meals, it is important to note that BAS is not intended to cover the costs of meals for family members.
Since January 1, 2002 most enlisted members get full BAS, but they must pay for their own meals, even those provided by the government.*
Because BAS is intended to provide meals for the servicemember, the monthly rate is based on the price of food. Therefore, each year it is readjusted based upon the increase of the price of food as measured by the USDA food cost index.

Yes BAS depends on where you are stationed. In boot camp you will see it on your LES (Paystub). It will be given to and then deducted just as quickly because the money goes to the galley to pay to feed you while you are in boot camp. The same thing will happen when you are in whatever "A" school you will be going to after boot camp. Again if you get stationed on a ship the same thing will happen, the money will be given to you and then taken from you to pay to the Mess to feed you. If you are are and E5 and below on shore duty, you will be living in a BEQ and your money will be going to the same place since you will not be authorized in 99% of the cases to live off base so your money will be going to the galley in that situation as well.
You will only GET your BAS money if you are stationed somewhere where "Messing" or food services is not available to you. For example sometimes if your ship is in the shipyard are the mess decks are closed down and they do not set up a Barge with a galley for you to eat at. Also if you are E5 (with approval) or E6 or above on shore duty living off base.
It is a case by case issue if you get it to keep or not, but as a junior sailor like you will be do not count on that money really being in your account anytime soon. Don't worry though, you normally can eat all you want with the money you don't get to eat so it isn't a rip off or anything.

you will NOT be getting BAS during Boot Camp and A school, as you will be provided all meals during that time. on Sea duty, you may not get BAS while in Port, as meals are provided, but some Commands allow it. it usually stops while underway. On Shore duty, you typically get it, but in most cases it is deducted right back out because you are expected to eat in the galley. some keep track by meal card and only charge you what you actually eat in the galley, others take back a set amount per day regardless of whether or not you actually eat in the galley.

Basic Allowance for Subsistence (BAS) is a pay allowance that not everyone receives. It is normally given to Soldiers, Sailors, Marines and Airman who live off post and do not have access to a mess hall. In some cases, your garrison might not have adequate facilities to support all those on post and it will normally be handled on a case by case basis on his get this extra pay. In rare cases, those living in dorms/barracks who work shifts that conflict with the mess hall hours will be entitled to this pay as well.
- If you work standard hours, live on post, and have access to the mess hall you will typically not receive this pay.
- If you live off post, you’re pretty much a shoe in for this pay.
- If you are having financial difficulties, you will not receive this pay in order to ensure that you don’t use the money for bills and that you have the opportunity to eat.
The requirements vary with each unit, base, and even your rank.

No, you do not automatically recieve BAS.
You will be issued a meal card to eat in the base dining facility.
Bas if given to married people and service members authorized to live off base.
And in some cases, to service members, because of their duty hours, who do not have regular access to base dining facilities.
Generaly, lower enlisted ranks don't get BAS.
I have had BAS before and had a meal card before, both can be good, depending on the situation.

What else would they serve in the mess hall? If their is no mess hall then you will have access to a kitchen and will be paid separate rats for it.

it is typically given to you when no rations are available toyou......married men (and single who live out of barracks) are given it when they are not deployed. if you live in barracks you are provided with meals from the mess/chow hall.
