You have raised a good question but some of your thoughts can be answered by looking into the bible. God isn't to blame for people being born disabled or for dying young. God created the first human pair(Adam & Eve) perfect. They chose to disobey God which lead to their death and they passed their sinful condition onto their children. Romans 5:12 says..'That is why, just as through one man sin entered into the world and death through sin, and thus death spread to all men because they had all sinned'. It does still seem unfair though doesnt it? Well thats the reason Jesus gave his life in our behalf. John 3:16 tells us  “For God loved the world so much that he gave his only-begotten Son, in order that everyone exercising faith in him might not be destroyed but have everlasting life'.
Jehovah(God's name) is a lover of Justice and soon his Kingdom rule will be extended over the earth. Its for this time that we pray daily when we say 'thy Kingdom come, thy will be done on EARTH as it is in Heaven'. At this time people will enjoy the blessings that the bible promises. Disabilities will be gone, Isaiah 35:6, and even death will be eradicated, revelation 21:4

How do you know that they don't have a fair chance to enjoy life? Older and non-disabled people might also think they are in a situation that doesn't give them a 'fair chance to enjoy life'
Life is what you make of it. You have to make the most of what you have, however much or little that might be. Don't blame God (if he exists, which is another question) for your own, or anyone else's situation.

I agree that God is not very fair, some people have things happen to them that are really horrendous and have lived a decent life, while others have a great life and are really nasty people. I guess it goes down to the fact you would have to sit down and ask God why he lets certain things happen that we cannot understand, until we have that chat with him no one will ever know, I hope that the chat is a long way off for me I can wait for the answers.

Do we all have to be in an equal situation in order for God to be fair? How do you know that they are in a bad situation? Is it not possible that disabled people also have many advantages due to their disability? (In other words, they are less likely to be overly proud, and may naturally be more compassionate, and aren't those traits more important to God than physical traits?)
I think this life is a test. If we live infinitely long, then this life is a mere blink of an eye compared to eternity.
It's not a matter of the situation that we are put into, it's a matter of what we make of it.
Additionally, everyone is unique, no-body is physically the same. Everyone on earth is physically impared compared to other people in certain ways. Everyone on earth is a victim in some way or another.
It's what you do with your life that matters.

Birth death life, suffering and enjoyment are illusory experience. In reality of one's own existence there is no suffering because reality is non dual spirit or Atman.
Since we all are disable people to know our own self we are experiencing the illusion as reality. Due to intoxication of illusory experience of duality everyone of us think that one is a person and perceives this world. But this experience is as real as dream. One has to find the invisible experiencer of this illusion in which man and his experience of the world is present.
Then only it is possible to know the invisible experincer, is non dual spirit or Atman.Because man and his experience of the world are within the state of duality which is Waking state.
Therefore whatever experienced in the Waking state whether it is suffering or happiness is as real as dream. Therefore all we feel that for the disabled is mere illusion on the stand point of the invisible experincer of your physical body.

were does it say disabled people cant enjoy life, ive seen many disabled children/adults, fullfill many dreams that us if you like normal people never will, because were lazy and take things for granted, not all disabled people have happy lifes because they feel soorry for themselves, but a lot will try and achieve somthing out of their life, and fair play if only everyone could take a leaf out of a disabled persons book, mayb weed all b a bit better of.

Because the world is unfair.
So much is owned by so few, so many are slaves to so few. So few try to control so many. There is beauty in this world that so few are trying to stop so many from being able to enjoy in peace and with health.

because this is a fallen world.
disabled children , well they do seem to develop beautiful personalities through all they go through.
life is either a" a rose that has a thorn, or a thorn that has a rose"...Its our choice how we veiw it.
