The California penal code is uniform throughout the state, although cities can pass ordinances declaring some activities unlawful. Do a Google search on "California penal code" and you will probably find it.

Penal codes are statewide statutes. Cities might have ordinances but the statutes are by the state. Check with findlaw.com or search CA penal code.
