To a certain extent there needs to be. At the moment the UN exists - as you may be aware many countries participate however even when a law is proposed and a treaty is signed it has no effect unless a country chooses to ratify it in their own legislation - so it's not very effective.
An argument for such a central governance would be in this day and age, with international trade, terrorism concerns, immigration etc a worldwide legislation would make these things much easier. The same law could govern trade in all countries. Suspects and offenders could be extradited easier rather than being allowed to hide in rogue countries. Not to mention areas such as the law of the sea would be easier to enforce.
However, at the same time the independent sovereign of each country needs to be respected. Just because some countries may have an idealistic view of something, such as democracy, it doesn't mean that all countries feel the same way. Although many would disagree - some things can't and shouldn't be imposed on countries.
Ultimately I think if there was some kind of global governance (which was actually binding unlike the UN) it would need to have many limitations - all member countries would need representation and a say in the laws and it would be important to retain the sovereign of individual countries.

I drove truck for 5 years and never got a ticket for busted lights or leaky hydrolic hoses,( thats your breaks). Maintanance is not done in Mexico, They drive cars with no tail lights, no muffelers etc.. In order to get a combo. license in the USA it is required to speak, understand, and read english. Now watch the lib's work around this one.

The united nations is a democratic world government who monitors human rights violations, especially to police dictators from abusing their people.... Burma etc....
but the US does not like democracy so it has no power to do anything,,,,

THE TRADE CENTERS WERE THE ORIGIN OF A WORLD ORDER OF COMMERCE, THEN LAW ETC.
