I am pretty sure what you meant was rubber bullets, not plastic. So I'm going to go off of that assumption. Yes, rubber bullets do exist. Yes, they have been used by law enforcement, but are no longer used often or at all(at least to my knowledge). There are also shot gun bean bag rounds.

As far as why your wanting to know...you have me worried. Please do not carry a concealed weapon with rubber bullets. As a warning from someone who has studied law enforcement and cases for years, it is a terrible idea. If you are needing to carry a concealed weapon, it is obviously for a specific reason, or else the sheriff would not issue you one. But realize that when you pull your weapon you are doing so in a situation that has escalated to the necessary use of DEADLY force (not non lethal force) to protect you or another person, meaning you feel your life is being threatened. If you want a gun that doesn't kill, buy a taser gun.

It's about as stupid to use rubber bullets in your gun as it is to carry a weapon that doesn't have a round in the chamber.

Yes they are real but they are useless for self defense. A person attacking you may feel pain when shot with a plastic or rubber bullet but the pain is not enough to deter a person attacking you. A plastic bullet can still kill someone, rare but it happens, that is why they are called less-than-lethal instead of non-lethal.
If you are going to carry concealed you must come to grips with the fact that your actions may kill or cause great harm to another. That is why you can only use your concealed weapon to protect yourself or another from great bodily harm.

yes and it is banned by most police department at present because it has cause deaths. more then it was intended to do (50 nation wide 1972 -2000)
look up google plastic bullets. interesting reading also the rubber bullet is more dangerous then predicted.

so now enter the tazer and we have killed people with this weapon??

the amount that were killed is almost insignificant to those that were not killed by the same weapons.

just trying to open your mind to what is called statistical abstractional analysis. one killed too many. same with death penalty. one executed too many. beware when you read articles as to whom is writing the articles and what side are they trying to portray. a good article will give the pros and cons of the event. or both sides of the story.

If you pull a gun out in defence, you had better shoot your opponent DEAD. If you just wound them or scare them, they might pull out a gun (or a knife) and kill you. Also, if the criminal survives, that idiot might try to sue you for shooting him. So if you think you need to shoot someone, kill him. Don't shoot to wound (or scare)--you will regret it. Kill the criminal. You will have to sort it out with police and probably a judge. Be sure you are completely aware of the legal ramifications of whatever decision you make. It should be a last resort. Avoiding a bad situation is best.

At one time, Air Marshals would use this ammunition. It would not penetrate the hull ot the aircraft if fired.
