Military Dining out= Guests, casual. Dining In= Formal dress, military only...But, is that restricted to your squadron or any military?

Dining Outs are exactly as formal as Dining Ins. the only difference is that civilians are invited to attend. All the same protocols apply(grog bowl, Vice, etc). In most cases, any servicemember is required to pay any fines and drink from the grog bowl in place of their female guest out of respect for the lady.

I have attended 2 Dining Outs and they were great fun.

And both are actually formal and almost the same thing, but the combat dining out is an informal event that amounts to open house/family night/etc.

A dining in is usually a unit function, however any military may attend.

Dining In is usually restricted to your unit if another serving or retired Military officer or very senior NCO is visiting you must clear it with your unit CO>
