so about this friend, this is really confusing. For the past month he's been flirting w/ me gradually more and more.
-started w/ kissy faces, more hugs, calling me pet names, conversational emails
Now he goes more out of his way to be around me
-really talks me going into big gatherings he will be at, if he's in a crowd of friends he ditches them to talk to me when i walk by, hugging and starting to rub my back when we talk on a regular basis
He has been a buddy of mine for over a year. He knows I have a boyfriend I am happy with for over 2 years. But he also knows this boyfriend is leaving the country starting next semester for a job and will be gone for a few years.
My first thought is that maybe this friend is just sex deprived and wanted some fun. But it does not make sense if we already have a friendship, that's just such a risk. Could he actually be interested in me in a SERIOUS way? as in "i can't wait for your bf to leave the country and maybe we have a chance" kind of way?!

Yes he is waiting for your b/f to leave so he can have a shot at you.I would advise ANYONE who is thinking of marriage to NEVER marry someone who is NOT your best friend.Because after sex, you have to get up and get dressed and spend the rest of your life with him/her.
It is a risk having a very very close friend of the opposite sex especially when one's b/f / g/f is out of town.I thnk you like him more than you'll admit and are thinking of what a relationship would be like and maybe will give it a try once your b/f is gone because you do not want to hurt him or face him here right now, it is easier with him out of the country.

No. He likes YOU..... NOT in a "can't wait for your b/f to leave way" If he's been a buddy... well, obviously you 2 have things in common. If you LIKE him enough to take your friendship to the next level, tell him so truthfully, but set up some ground rules neither of you are to break.
If you want to know what it is he THINKS is going on, you'll have to come right out and ASK. Guys don't take hints... they don't understand what hints are. Just ask him to his face. He won't feel you're trying to be pushy.

Sounds like you may have hit the nail on the head! By all of his actions it sounds like he wants to take the relationship to the next level.--He's letting you know this now before your bf leaves, in case you might be interested in pursuing something with him. I would be clear about your intentions and desires so that the friendship doesn't become compromised if he gets his hopes up and than conversely, gets his heart broken if you're not interested in him that way. good luck!
