It's simple...vendor's permit.

Get a vendor's permit by going to your local government's office that assigns vendors permits...they will guide you through the process.

It will depend on where you live/operate.
Most municipalities have licensing regulations.
You might get a special permit for a flea market of fair.
So check with your city/town hall registrar office.
There could be hefty fines for not checking.
The other people interested are the health department.
They will have regulations regarding food preparation.
Usually, you'll have to satisfy them before getting a permit.
Most places they will work with you for public safety.

I live in Ohio and I see streets vendors in the suburbs of Columbus all the time. I even have seen them outside of the grocery store, not sure about permits and such.

You'll have to check your local city ordinances. My guess is that you'll have to have a permit to 'peddle your wares' on the street...but you'll also have to have some sort of Health Department approval as well. The ordinances should explain it all to you.
