I'm not sure what you're trying to say by taking these verses out of context, but unrepentant sinners die. The wages of sin is death. There's only one penalty because there's really only one sin - disobedience. Someone who has repented, that is, turned away from sin, and believes in the Messiah is "saved."
Paul was speaking to people who were already alive in 30 or 33 CE. Messiah died for them while they were still living in sin, but later they repented. There is no one in this day and age who was alive in 30/33 CE. The death of the Messiah was long past when you were born.
If you repent from sin and accept the Messiah's blood sacrifice on your behalf, you are also promised salvation, on the same terms as Paul's audience.
What is it that you think the passage means?
Nobody has eternal life now except Messiah - as Paul says in another passage. Adam and Eve were kicked out of Eden specifically to prohibit them from eating of the Tree of Life. The soul that sins, it shall die. If, however, you have a covenant relationship with God and His Messiah, then at a later date you will be resurrected to eternal life. Your soul, like all others, has sinned and will die. "We all die once, and then judgement" says Paul.
Saved from wrath, of course, refers to the Great and Terrible Day of the Lord described by the prophets. If you are still alive at the time of the parousia, you will be transformed into eternal life if you have repented of sin (by God's definition of sin, not yours - I John 3) and have faith in Messiah, you will be spared going through WWIII. The unrepentant who still live in sin have no such covenant promise.

It is not possible for the Soul to "sin". Sin is of the MIND realm, and the Soul is of the Spiritual realm. The "sin" spoken of is that the Soul is facing the illusion and not facing God.... but that is built into everyone who is on the physical plane of existence.
The Soul is, in fact, simply doing what it is intended to do when it supports the MIND in its delusional wandering upon the physical plane of existence via the physical form and thinking. This is simply life and life is what each of us is here to experience.

The Bible points out that life itself is our soul. (To answer something mentioned by someone)
As for Romans 5:8, 9 "But God recommends his own love to us in that, while we were yet sinners, Christ died for us. 9 Much more, therefore, since we have been declared righteous now by his blood, shall we be saved through him from wrath."
Exercising faith in Jesus and his sacrifice and in accurate knowledge is what leads to everlasting life.

You must first define sin! IMPOSSIBLE to do as definitions, interpretation and doctrine vary as much as the individual.
Sin and Dogma are not the design of our Creator. These are concepts born of Humankind.
The "ALL" that is, Spirit, Allah, God, Buddha what ever name you refer to, is compassionate and forgiving in judgment.
It is Humankind that is not so forgiving and judgmental.
This will be evident in the responses to this answer.
