Once the cookie cools, you can't unfold it. Your best bet is to find one that isn't folded all the way or make your own (assuming you want to put in different ones). They aren't that hard to make.

No. The papers are folded in the cookie and the cookie is folded tightly. Unless the paper is somehow halfway out of the cookie, it will be hard to get it out.

Fortune cookies are first baked, then molded, into their distinctive form. A strip of paper bearing a tersely stated fortune is inserted; then the hot-from- the-oven cookie is folded to enclose it.
