1. The body kit is a custom modification to the car. The insurance company is not required to cover damage to any custom modifications unless specifically written into the policy. If you didn't tell them you had a body kit, then they're not going to cover it.
2. If you have the minimum insurance you can carry, this probably means you have liability only, and are not covered for comprehensive or collision. Again, the insurance company is not going to pay to repair your bumper.
3. The cheapest way to repair your damaged bumper is to go down to the local hardware store and buy a roll of duct tape. Use the tape to reattach the bumper to your car. It might not be safe, or legal, but it sounds to me like the only thing you can afford!

Your bumper is an important part of your car so I would assume that your insurance could potentially cover the expense of having one done. But just to make sure double check.
Here's a site that I use for resource of good companies for comparison:

Yes, your insurance company must be made aware of the fact that you have a body kit. If you are carrying the minimum insurance required, likely liablilty, you don't have coverage to even make a claim. Also, in most states it's illegal to drive without a bumper. If it's your rear bumper, and the license plate is no longer illuminated, you can be ticketed for defective equipment.

Yes you should have told the insurance company. They probably will not cover it any way. And what kind of car is so poorly made the bumper falls off.

If you only have "minimum coverage required" im assuming you dont even have collision or comprehensive coverage (which means coverage to your vehicle) so there is absolutely no way your getting this fixed.
If you DO have collision or comp.. you still wont be able to most likely. You insured your BASIC CAR. If you would have told them you had aftermarket items your rates would have been higher since the car cost more... you didnt tell him.. so its not covered.

I hope you reported this to the police. File a claim with your insurance company and have them go after the other party. First you say the "plates fell off", then you say the plates got "imprinted" on your bumper. Which is it? If the other guys plates fell off and you have them, you may have a better case than the imprint scenario

Depends on the wording on your policy. Some of the premium companies will cover some custom additions on a vehicle, others are strictly forbidden. Roll the dice, dude.
PS -- since you hit roadkill it will fall under your collision anyway so better see if replaceing the bumper will exceed your deductible before you open this can of snakes...

if all you have is liability insurance it will not cover your bumper and even if you do you have collision coverage you probably have a $500 deductible so it would not be covered at all or not fully covered

By the minumum do you mean comprehinsive , then no , they will only cover up to a certain amout of you hitting someone else's damage.
If you mean minumum full coverage , then only a certain amount after a deductible.

If you mean by "minimum insurance" that you have no collision, it's not covered. You modified your car and neglected to tell them, so chances are even if you did have the coverage they would not pay because of that fact.
