How come they make kids in juvenile remove shoes before going in their cells but allow must adults in state prisons to wear shoes in cells? Child abuse?

Shoes are not allowed in the cell because the inmate could hang themself with the laces.
This way they get to keep their own shoes, but they cannot have them in the cell.

From my career it was always a firm rule that no-one, adult or not, went into a cell with anything that could be used as a weapon or as a method of suicide. Shoe laces, not shoes, are the target of this proecedure. Loafers or shoes without laces were always allowed. I'm not sure where you woud have gotten the information you are quoting, but I believe you will find everything refers to the shoe laces.

If they are allowing the Juveniles to wear athletic shoes with laces, they have them remove their shoes so they can not hang themselves with the laces.

Child abuse? How? Rules such as that are set by each individual warden. Why the shoe fetish?
