Why is it when they call and someone aswers and says "hello?" it takes them 5 to 10 seconds to respond? Are they tactfully trying to reach the person of interest by Voice recongnition or is it a delay or what? Whats the deal? I answer alot of calls at the front desk where I work and find it annoying when I'm busy, to have to wait up to 10 seconds for the person calling to say "Hello, can I speak to so-and-so..." To tell you the truth, It only takes 1 second for an intelligent human being to respond when someone says hello. It Frickin Kills Me!!!!!

The operators aren't dialing you directly. It is an automated computer system that dials your number then connects you to an operator (bill collector).

What happens is that you are being called by an automated dialing system. This is to optimize the number of calls that can be made in a day. Because they know that only a small percentage of people will actually answer. So if no one picks up it just goes to the next number. If someone does pick up, then the computer will transfer the call to a person. It also can recognize answering machines and will automatically leave a message.

By law, they only have a specific amount of time to have a human come on the line. If they don't the call must be disconnected.

This is not only for Collection Agencies, but any company that does "Cold Calling", that is people who call you up out of the blue trying to sell you things.

The calls are computer generated. They don't want to waste the telemarketer's or collector's time dialing the phone. When a human voice says "hello", the computer transfers the call to a person.

I find it really irritating when I hang up on these kinds of telemarketing calls and they call me back in a few minutes.

They are using predictive dialers, which means that the call is placed before they are ready, or even on the line. If you answer quickly, you have to wait until they come on the line. Sometimes, multiple calls are placed at the same time (because many go to answering machines). The human on the caller's end only picks up if a human on the receiving end answers.
