The listening area in the room i work in only has four headphones as well. However, we decide the children into groups of four when we use the centers. We then switch centers after a certain amount of time and 4 different children get to listen to the tapes. If its a class activity no headsets are used and we put it on the tape player so ALL can hear it.
Rotating the children from center to center will allow all children a chance to listen to the tapes or cds. There are about 5 different centers opened at the same time, so all the kids are busy.

My listening center only has two sets of earphones. I run 12 centers per day. Each student visits 3 centers per day... At the end of a the 4 day center period each child visits each center once. I pair students up in groups of 2 for centers.
The centers I run are:
Listening
ABC (making words with mag. letters)
Writing
Library (reading books freely)
Buddy Reading (reading books on our weekly theme with their partner)
Games (puzzles, games, etc.)
Write the room (finding words they know and writing them down)
Math
Poetry (reading and illustrating our weekly poem)
Topic (mini books or other short activity based on theme)
Pocket Chart (making words, or any other activity using the pocket chart)
Overhead (completing a short acitivty on the overhead)
