could be fleas, could be dermatitis, but shih tzus can also have terrible allergy problems-- food, environment.

Even if you have always fed the same diet, it can be a food allergy. Allergies can take up to 2 years to fully develop.

If she licks her paws alot, shakes her head or paws at her ears, or has red/blotchy skin- I'd guess allergies.

There are medications for this, but also allergy blood testing to pinpoint exactly what she is allergic to - both in the environment and in food. If you aren't prepared to go that route, there are low allergen and allergen free diets you could try to see if you notice any difference.

Talk to your vet-- there are lots of options.

Hope your little gal gets some relief.

OH! there are also oatmeal and other very gentle shampoos for sensitive skin types.

Flea shampoo doesn't work. The shots your vet gave would have been to help the itching, i.e a steroid. I'm surprised they didn't provide you with a proper flea treatment i.e Frontline, Advantage or Revolution - you need some.

Don't use pet store treatments please, you're wasting your money because they don't work. Stores aren't licensed to sell the appropriate chemicals.
