USS Panay, Sank by the Japanese on Dec. 12, 1937 is considered by some as the first act of hostilities on Americans.

U.S.S. Kearny, torpedoed Oct 17, 1941 is generally considered the first.

My mistake, further research shows that the Reuben James is considered the first sunk, the Kearny was torpedoed but not sunk. There is debate over the Panay, some historians considered it an act of WWII, some don't. My apology.
