Why is the main electrical feed for casino's average about 14,000 volts

I am not sure if the 14000 you are referring to is phase to ground or phase to phase. Either way, it is in the range of what would be considered a common practical "primary" voltage utilities use to transmit large amounts of power from a substation to a large commercial or industrial load.

Distribution transformers are then used at the casino to bring the voltage down to a much lower level to serve the elevators, cooling system, lighting, slot machines, rooms, etc.

13.8kv is a common industrial voltage. A casino with high power usage will have transformers for their 110/220/440 and be able to supply the transformers with much smaller conductors due to the low incoming current.

Because the current draw at 480, 600, or 4160 volts would be excessive. I'm suprised it isn't the next step higher.
