ok, basically i want to buy several different "tools" (in bulk) from a beauty supply company. I then would repackage all of them together in something like a kit, and then resell them under my company name. Can this be done legally? And if not, how can i find a manufacturer for the tools i need to go into this kit? Thank you for your answers.

To answer your question, yes you can, but you have to follow the Fair Packaging and Labeling Act. It outlines what you should do, and what you can't do. I've included the link to the page so you can read it and print it out for yourself. I thought you would also find the US Codes link informative, you can find US Code Title 15 which goes with the Fair Packaging and Labeling Act, US Code Title 49 if you wanted to ship the products, and US Code Title 21 for the FDA laws and regulations since it is beauty products.

It can be done in certain states. Check out your state's commerce laws to be sure.
