She probably is blowing smoke. I would not vote for her because she is just going to raise taxes, and do more harm then it would help. By raising taxes she will send our economy into a depression causing more people to lose their jobs, and create more homeless. It is more important to educate everyone in the US including minorities so they can get good jobs, and support themselves. Rather than raising taxes to support social programs that give money to the poor to spend any way they dam well please. We should educate people to take care of themselves. Welfare is nothing but a way to rip off the federal government because many of the people on welfare have a better apartment then me, and I make $12 an hour, and I'm not on welfare or any government support. Also most of the people on welfare are making minimum wage, or don't even have a job. An old saying you give a man a fish, you feed him for a day. Teach a man how to fish, he feeds himself for a lifetime. Its ok for the feds to support children and education, but for all of the other social programs, they are just waist of time.

That's two questions. First is "yes". Second is, "probably", but as always, she doesn't have to do that to get the minority vote, since the Republicans continue to clearly show they have no interest in minority problems. I'm not saying this is good, just what I observe.
I would like to add that I might have perceived your question incorrectly by assuming she would be running against a Republican, rather than against other Democrats in the primaries. In the primaries, I think there are better choices than her.
