It might depend on which state the vehicle is regisitered in, but, generally, you don't have to mail in the Bill of Sale. However, you should keep it for several years, in case something goes wrong, such as, if it is involved in an accident after you have sold the car.

Every document that helps prove you no longer own the vehicle helps, in case of legal troubles.
