Dieting wont help as there is no fat under the area concerned. The dieting has already been done and left a lot of loose skin. I use day creams and night creams. Smooth it on gently from chin to ear and don't forget to take it up behind the ear. Also posture is good too. Look in a mirror and hold your head where it should be and your neck will look improved. Beyond that there is little help apart from surgery.

No easy way out unless you'd consider cosmetic surgery, and that doesn't correct the issues that led to the problem in the first place. You'd wind up right back where you started after a while.
Sorry, the best answer is probably diet and exercise.

Boil it up with the other giblets, liver and kidney to make a very good stock for gravy. Drain of the liquid for this purpose then give the rest to the dog or cat.
