because there are more people in city areas and the homeless people in cities will use them to sleep or bathe if they aren't locked. the suburbs don't have many homeless so it is not a problem.

There is a higher homeless population in the inner cities. And most of the time its to stop them from sleeping in the restrooms, because that can be a dangerous situation for a security guard or a store worker. Another reason is because people take products into the restroom, inorder to steal them.

Because the homeless people tend to go in the downtown restrooms and sleep there, shower there, do drugs, or otherwise hang out for long periods of time and stink them up.

The Starbucks in Santa Monica has a 30-minute wait for the bathroom all the time because they don't lock it and the bums come in.

Prostitution, drug trafficing, and homeless people washing up in public bathrooms. Downtown has the highest concentration of these groups.
