I have a picture and im pretty sure you cant make pictures less blurry but does anyone know if you can?

it helps a bit if you sharpen it. if you do it too much it may become grainy though

Once blurry, always blurry. Its like trying to un-pickle a pickle.

Editing programs may help if the image is only a tiny bit blurry but any enhancement is slight.

Read and Study the Owner's Manual for your camera. Learn how to use it right so you can avoid blurred pictures in the future.

Probably 90% of bad pictures are the result of operator error - the photographer doesn't know how to correctly use the camera.

You can "sharpen edges" in Photoshop, but the results are very unsatisfactory in larger sized prints.

Your basic assumption is correct. If the camera took a blurry photo, no software can put back in the clear detail. Any solution will be a poor compromise to a clear, crisp shot.
