It may be flirting, but if you are texting and not talking then what is the point? Have you ever seen this person face to face? Do you even live in the same town?
Unless you are planning to actually meet this person, I can hardly call it solid flirting.

No - I don't think he's flirting; you sent a pic and he just commented on it. What is he suppose to say? "Looking ugly by the way!!!". Of course not - it's only courtesy.
BTW - you sending a pic seems like you want to flirt...

yes, usually low grade flirting will lead to stupid one-nighters or lame marraiges...... he sounds like he wont be happy with you, but hopes you have some real "goods" inside like smarts, good emotions, great sex, passion, etc. but if you don't he'll leave...
