yes there is a yearly fee, and a per tournament entry fee. it is nominal tho.
EDIT: the entry fee for every tournament is $250.00 per tournament. It is required. Look it up on PGAtour.com

PGA players do not pay to play PGA events. They may pay yearly dues in addition to earning their PGA card, but they don't pay to play PGA Tournaments.
