so my friend holds a peruvian passport, but is a resident of the u.s.
will he need a visa to visit mexico?
we will be in cabo san lucas for a week

Yes, he needs a visa. While the Mexican government is more than happy to help its people violate another country's immigration laws, they are VERY strict when it comes time to controlling their own. See below for entry requirements for nationals of Peru:

Visa and Tourist Card/FMT form with consular stamp required.

Visa is valid for up to 90 days after date of issue and good
for 1 entry only.
Visa in expired passport is valid as long as the passenger
also carries a valid passport.

However, Tourist Card/FMT with consular stamp not required if
holding:
- multiple entry 5 year tourist visa; or
- multiple entry 3 year business visa.

Minors under 14 years of age, traveling alone, should be met
by an adult.

Visitor must hold:
- ticket and documents required for onward/return journey and
- sufficient funds.

Non-compliance with entry regulations will result in fines for
carrier varying from USD 850.- to a maximum of USD 1800.-, and
deportation of passenger to country of origin at carrier's
expense.

Can't really say if Mexico usually requires visas from Peruvians, but you can contact the embassy or the nearest consulate to ask. The following information comes from the Consular Information Sheet at travel.state.gov:

ENTRY REQUIREMENTS: For the latest entry requirements, contact the Embassy of Mexico web site at http://portal.sre.gob.mx/usa/ or contact the Embassy of Mexico at 1911 Pennsylvania Avenue NW, Washington, DC 20006, telephone (202) 736-1000 or any Mexican consulate in the United States for the most current information.

U.S. legal permanent residents in possession of their I-551 Permanent Resident card may board flights to the U.S. from Mexico.

MY WIFE AND MY TWO CHILDREN ARE INDIAN CITIZENS DO THEY REQUIRE A VISA TO ENTER MEXICO AS WE ARE ATTENDING A FAMILY WEDDING.. I AM A BRITISH CITIZEN DO I REQUIRE A VISA OR NOT. THEY HAVE GOT 10 YEAR B2 VISA TO ENTER USA.

If you're flying or taking a cruise, the carrier can tell you the latest requirements. It's in their interest for passengers to have proper papers; otherwise they have to try to solve the problem!

A resident of the US does not need a visa to enter Mexico if only for a few days.

I think you now do need one.

Not positive but it seems to me that the law changed on that recently.
