IF you are talking about "cottage cheese" or texture, you can moisten the bumps and take them off with a tiling trowel. Then you can repaint, wallpaper, or put anything up.
Either way, depending on how pronounced, you can probably do wood paneling or thin brick on top. You will just need more adhesive to rest in the nooks and crannies of the texture.

blown up polestyrene wallpaper is good for bumpy walls
or artex.

textured paint from your local diy shop,such as b&q..wickes etc...its really thick stuff and you can stipple it and allsorts,ive done my kitchen ceiling with it and it hides a multitude of sins.
