No. But not every insurance company will offer insurance on those terms. I had a similar situation and I used www.confused.com and they gave me loads of choices. I eventually choose Marks & Spencer and the premium was just slightly higher.

Are you talking about the UK? If so, no, not at all. Look at all those cars on finance, where they're actually owned by the hp company but insured by the user.
