After years of working with the same company my hours were cut to part time, when it came time for my vacation the company would only pay part-time hours. Is that right?

If it is based on HOURS worked, I worked full time for more than half the year, 10 months if you go by anniversary date,.

Ask them. Depends when the vacation was earned. Are you taking/getting paid for the vacation after you put the time in?
If yes, then you should be paid on the full time basis.

I had a full time job and then went down to partime, and they were still going to pay for all 40 hrs, but it would be at my new salary(I was a manager and dropped down to a sales associate, so my salary was reduced). Of course I decided to take my vacation, before I became partime. They should pay you for whatever hours you had earned.

it is based on hours worked and if that is part time then that is all you get.
