I did consult few travel agents but all gave me an unsatisfied answer and i am unable to get in touch with the passport officers. What should i do?

ECNR would mean Emigration check Not Required. it seems that you have not made request in the passport application. Certain class of persons are omitted from emigration check.
Despite the lapse also you can travel abroad. if you feel that, it is necessary, file an application for correction in passport to the Regional Passport Officer, if you satisfy the criteria.

While filling up the passport application form, you have to choose the ECNR option. It is recommended that you select the ECNR option but you have to provide the original degree along with application. Else you have to undergo emigration check at all airports. In some countries this check is not required if your passport says ECNR. It hardly makes much difference.

If you have received a small instruction card in your Passport then it mentions if there is no stamp on the particular page, it is assumed EC not required. I am sure you too must have received the small leaflet within the passport, that is if you have cleared the formalities of the ECNR status.

To my knowledge govt. of india has abolished the ecnr stamp on passport accordingly same being issued by the passport office.

what country was passport issued in. I never heard of a ecnr stamp?

Hey don't worry about that ECNR!

It is no more required. All thanks to the NRI Minister, who has influenced a lot to waive this requirement. So all new passports will not have ECNR / ECR stamp.

Now the procedure is very simple. Ministry of Foreign Affairs of India have recently simplified the criteria for the ECNR. A person who have passed equivalent to the matriculation are eligible for ECNR status, as per the new regulation. I would suggest your wife to contact the passport office in Kolkata with the attested copies of her educational certificates (matriculation and/or above) to avail this facility. Good luck.
