I just got a new tattoo on my foot, too. And it starts the same place you want yours to start. Yes, it hurt much but was worth the pain. because the skin and layers are thinner on the top of your feet it hurts more. Mine starts behind the toes, goes up and around the ankle so there's no empty space. the ankle-right on the ankle bone- hurt bad as well. I paid 150 dollars for it incl. color. Concerning hygiene wash it with luke warm water a few times a day and put moisturizer on it. Best moisturizers include no fragrance, Panthenol (vitamin B5), Benzalkonium Chloride 500mcg/g, Almond oil, vitamin a and d.

Get a fake tattoo first. They are just as expensive but they come off with mineral oil. Wear the fake one for a while. If after a couple of months or so you still want to violate your body then go ahead. But very few people who get tattoos are happy about it years later.
Tattoos are a sign of insecurity.

pain is relative to the person, what some people might find extremely painful others may feel nothing. you wont know until they start.
how much it costs will depend on how big it is and how long it will take.
auto clave sterilisation and single use needles are a good place to start. www.bme.com is good for further information on this.

my foot tattoos hurt the most out of all of the tattoos that i have gotten but it is bearable. the most important thing is chosing the right artist, someone who is talented. as far as hygiene goes you should go to a place that uses brand new needles that you see them take out of the sterile package as well as tubes that are either disposable or autoclaved and taken out of a sterile packages. read up on good tattoo practice so you will know what you should expect to see.
