Interesting that you would consider Salt Lake City a "small" city. I live here and it seems way too big, but I love it. I wouldn't say it's affordable or safe either - any more than any other city of its size (there are nearly a million people here now). The economy is pretty good and there are plenty of jobs, but the housing is too expensive, although there are some areas that are affordable. Safe? I wouldn't be out after dark walking or alone - not anywhere. The least safe areas are the northwest side, suburbs like Rose Park, parts of West Valley, and just west of downtown. The rest is pretty good - north, east, south, and the southwest sides.
There are lots of reasons to love it though - skiing, hiking, camping, biking, and most other outdoor sports, 20-30 minutes away from home. The whole state is eye-candy with its diverse scenery in technicolor (compared to Colorado whose state motto is "color country" - should be "green country").

I would say Salt Lake. You can see some cool stuff. Also there are tons of great people and a beautiful temple!
