I have the same type of issue with my JRT. He has fleas, and nothing works! The vet set me up with some Frontline, I've tried sprays and powders...nothing does the job. So...I bathe him regularly in flea shampoo and if I see fleas on him, I use a flea comb coated in Vaseline to get the fleas out (they get stuck in the Vaseline) I've also noticed he seems more comfortable in a really warm environment - heating pad, warm bed, in front of refrigerator. He seems to scratch and knaw less when he's warm. Other than that, just pray that flea season is almost over!

Flea collars don't work. Take it off him.
Please get some proper flea treatment from a vets to help you dog - Frontline, Advantage or Revolution. You need to be aware that flea products from pet stores, like collars, powders and shampoos, do not work.

he may need a visit to the vet. But, you can buy a 'stop chewing'spray which you use with young puppies spray his leg but not any wound and he will stop, because it taste horriable. I usually wouldnt of used this type of spray but my puppy keeps pulling the rubber seal out of my new back door, so i used that, and sprayed every 3 day and he leaves it alone. It does tell you to use it on cats,dogs,rabbits etc on furniture,wounds,doors etc. Try it , it is around £3.49 in pets at home, in a white bottle spray.

If he has an infection, he need a vet
If he doesn't have an infection, try the Elizabethan collar again, perhaps you were using the wrong size. E-collars come in many sizes.
Are you sure he doesn't have fleas anymore? Absolutely sure???
A vet might have you try Pred along with an antibiotic.

Common problem.... not easy to stop, best way to deal is to bathe regularily with warm salt water and to cover wound with bandage or sock. He may have developed a skin infection so keep it clean and dry. Need that collar back on!!

Take him to the Vet.
If you can't afford it, clean the wound put some neosporin on the wound and cover it with a sterile bandage and plenty of tape. Spray the tape with bitter apple so he doesn't chew it off. Change the bandage regularly.

does he have a tic or fleas, treat area, and if not just let him lick it his saliva has antiseptic so hes probably sorting it himself, any doubt visit vet

Spray something or put something on his leg that will make it taste bad! trust me i had the same problem, you can buy this stuff for dogs i think its called bitter apple
