It means he is probably not in a situation where he can fully commit too you and also is a hint to not bring the topic up again. Making move prematurely will end badly sooner or later. Take it easy, if you feel like your man is playing mind games, leave him. You do not have time for immature games, find a real dude.

I think that means "At this point I am not willing to commit to you. I'm not even going to promise anything for the future. Give me more of your time and I might MIGHT just commit. Maybe. But probably not because I sound like I'm afraid and I use this "one year" claim to mask it."
