I am in the graphic arts field and had several part-time jobs in retail while I was in school full time. Retail or sales are obviously not my chosen career path and I feel these will not really fit in well. At the same time, I do not want an employer to see this as "lying on a resume." Should part-time work still be included?

Yes, it fills some time gaps and shows you are willing to work. They can call as references and might find out what a good employee you are. Mark as part time while in school they can over look them if they like. Or make the whole batch as various part time while a full time student.

yes this information should be included. The career services at my school have said many times that employers know students work, especially work that may not be seen as relevant to the field you're trying to get into but the duties that you performed at those jobs along with the things you learn are beneficial and can be taken anywhere. For example, being in retail you probably had to have some good communication skills or customer service skills when dealing with the public. That too is something that could add to your experience and qualifications with your career.

No you do NOT have to put everything on your resume. Basically the employer wants to see either the last 10 years, or everything you did AFTER you left school.

If you were in school until you were 18, then those part time jobs are not required - especially if they are not relevant to your present career.

If you are using the part time employers as a refernce, then you will need to put them in.

it's actually up to you. it won't be considered as "lying", whether or not you include it.
you can certainly include part time jobs while in school if they are in any way related..i mean, as an asset..working well with others, customer relations..or simply to show that you have a good work ethic and weren't unemployed during those years.
even volunteer work can be included.

It should be mentioned only when you are submitting your CV without any experience (as fresh graduate). After sometime it should not mentioned at all .
