Kind of looks like a Puggle (pug/beagle mix) or some type of pug mix. I had a puppy that looked just like this and it was pug mixed with something else.

He doesn't look like a particularly good representative of any breed but that doesn't matter as long as he isn't being replicated out of ignorance. All puppies are cute - nature designed it that way with most all babies so that they would be more likely to survive but all cute puppies grown into adults and given you don't know what breed or mix it is, there is no way of knowing what it will look like or be like as an adult - they are only cute puppies for a couple of months and then they are not so cute adults - please don't get a dog on the basis of how 'cute' it might be as a puppy because then you might not like it as an adult. Actually he looks like a non-descript mix - I notice some people are saying Chow but if so, not a terribly good representative of the breed at all. Could be anything but definately is a puppy that will not look that cute for very long :)
BTW, I notice a lot of people are saying it isn't a Chow because it isn't long coated - that isn't so - there are shorter coated Chows and those with very poor coats - can still be purebred but this pup most likely isn't or he is a very poor representative. You can't go by coat length to determine if any dog is or isn't a particular breed - nearly any breed can have poor coats or long coats that aren't typical but do happen - structural type and characteristics are what can sometimes give people an idea as to breed but even that can be very misleading as I know mixes that have known parents that end up not looking at all like those breeds but like an entirely different one - that could be a Husky/Pomeranian for all anyone knows -- unless the person that allowed it to be produced can give you factual information, there is no real way to know.

Its really hard to tell right now. As alot of puppies resemble one another when they are young. I agree though, it looks like a chow mix. Also resmebles an akita. Akitas are wonderful dogs, and chows are too but I have heard that chows can be tempermental. But at the same time I think it is how the dog is treated that ultimately controls the outcome of thier behavior.

Downside, is during young puppyhood, many breeds (and mixes) look identical.
Everyone above me seems to be saying ''Chow Chow'', but this pup might have SOME Chow Chow in him/her, but definitely not purebred Chow Chow or else the pup would be more long haired.
This could be a complete 'mutt', also.

I wouldn't say he was Chow. He might have Chow in him, but that doesn't explain his muzzle or his ears.
What about a Belgian Malinois mix?
Someone mentioned black/blue spots on his tongue. There are many other breeds besides just chows that can have those. I believe labs and shepherds can also have the pigment on their tongue.
Whatever he is, he's cute!
